New requirements for high dollar value international shipments from the US go into effect on September 30, 2008.
Q: My international package is valued at more than $2,500, what customs and export information do I need?
A: The U.S. Census Bureau announced that effective September 30, 2008:
Electronic Export Information (EEI) must be filed for international shipping when any type of goods (per Schedule B Export Codes) is valued at more than $2,500 or requires an export license under U.S. law.
The EEI must be filed through the Census Bureau’s Automated Export System (AES) also known as AESDirect by the shipper for all international shipments where a Shippers Export Declaration (SED) was previously required. Paper copies of the SED (Commerce Form 7525-V) will no longer be accepted by the USPS.
When the EEI is successfully filed, AES will provide an alphanumeric Internal Transaction Number (ITN) to the mailer.
All pieces presented to the Postal Service™ requiring an EEI filing must bear the Proof of Filing Citation (PFC), which consists of the letters “AES”, followed by the appropriate ITN. The PFC must be legibly written or printed on the applicable Customs form without obstructing the barcode on the label.
This regulation impacts all companies, including the USPS, that accept outbound international shipments containing goods.
